A static web site is a very simple site. It consists of a few HTML pages and is typically used to convey basic information that probably won’t change much over time. Small businesses might use a page like this just to get their information out on the web with perhaps a “Contact Us” type form for people to make inquiries.
These sites are fairly easy to set up and do not take much time to do. If a basic web presence is all you need, then this might be the solution for you. If you have higher aspirations for your site, however, then a more dynamic site is probably the way for you to go.
